State of Statecraft is a security and intelligence conference that brings together multiple disciplines, backgrounds, and nationalities to share research into the covert activities of nation-states and other malign actors.

The conference is an initiative born out of public reporting of increased hybrid operations occurring globally since 2022. These activities, diverse in their means and motivations, signal that unrestrained adversaries readily employ novel and sometimes ambiguous methods to achieve their goals in one or more environments. SOS is the forum that seeks to lift the veil of ambiguity and further defense through attribution, education, community networking and partnership.

Operating under the rules of 924 Gilman Street, we are a safe space for all, and have a codified code of conduct:

SOS was founded by Michael Matonis. The Call-For-Proposals (CFP) is overseen by a committee of seasoned professionals with multi-disciplinary backgrounds:

SOS is structured to serve as an international bridge that represents geographically diverse voices.

Our mission is to ensure that the reach and nature of the threat landscape is fully understood. To achieve this goal, the conference is located in Europe.
